Background 

Oxfam currently enjoys a five-year Programme Partnership Arrangement (PPA) with the UK Department for International Development with two components: a general partnership agreement that provides approximately £9.2m per annum in unrestricted funding and a more specific partnership agreement with DFID CHASE that provides $1.5m per annum for humanitarian advocacy, policy, and research. Taken together, the PPA provides Oxfam with approximately £55.5m until 2016..

Primary responsibility for managing both PPAs lies with Oxfam’s International Division. The International Programmes Director is the principal programme manager of the PPA. The Director delegates the implementation, day-to-day relationship-management, reporting, and evaluation of the PPA across different departments within Oxfam.

Oxfam seeks to appoint a PPA Manager in the Programme Funding Department who will be responsible for overseeing the delivery of Oxfam’s obligations under the general PPA, maximising the organisation’s performance in relation to these obligations, and facilitating good working relationships with DFID’s Civil Society Department. 

Job purpose

The PPA Manager coordinates the diverse aspects of the PPA on an organisation-wide basis to ensure coherence, effectiveness, and efficiency in implementation, evaluation and reporting of Oxfam’s PPA to DFID for the duration of the partnership agreement.

The PPA Manager is responsible for overseeing the internal management and delivery of Oxfam’s obligations under its PPA, including convening an organisation wide steering committee to guide Oxfam in the effective delivery of this partnership.  Equally, the PPA Manager is responsible for developing the business case, establishing a monitoring mechanism, coordinating the annual reporting process, and ensuring effective delivery of the external evaluation of the PPA. The PPA Manager is also responsible for mobilising Oxfam’s participation in the sector-wide PPA learning groups and contributing to sector thinking about the future of strategic flexible funding in DFID.

Specifically, during the period of this maternity cover, the responsibilities for the PPA Manager role are expected to focus on the internal management of the PPA; delivery of the annual reports; representing Oxfam at the Institutional Effectiveness Learning Group; and participating in the sector-wide consultation on future strategic flexible funding in DFID. 

The location of this job will be in Oxford and will involve regular travel to London as well as occasional travel to East Kilbride.
