Danish Refugee Council is advertising for an experienced Program Development and Support Officer (PDSO), who will be responsible for ensuring ‘quality’ throughout the project cycle; from the initial investigation and proposal design through to continuously enhancing the quality of programme implementation.
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC applies a regional approach with operational presence in Libya, Tunisia, Egypt, Jordan, Lebanon, Syria, Turkey and Iraq.
Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in South Central. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter.
 
The Iraq programme presently employs 200 national staff and 30 international staff, but is expanding in response to the current emergency through funding from ECHO, DFID, USAID, UN, DANIDA, Sida etc.
 
Duties and Responsibilities
Project Development
• Act as the lead writer/coordinator/editor for concept notes and proposals, as needed. These will be designed in collaboration with programme staff and technical advisors, ensuring that DRC’s programme handbook guidelines are incorporated into proposal design. 
• Ensure communication between all departments (finance, program, and operations) in drafting of budgets. 
• Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including well-designed log-frames and indicators.
• Maintain up-to-date information on donor priorities and funding opportunities.
 
Research, Analysis and Capacity Building
• Assist in conducting needs assessments and background research to guide DRC programming.
• Map donors and projects in Iraq relevant to DRC’s focus sectors.
• Conduct visits to field locations as possible/needed.
• Undertake training for programme and operation staff on grants management and processes to enhance quality within DRC programming. This will include quality reporting, M&E practices, project cycle management, and data collection. Also provide one-on-one support in report writing, proposal development, indicator tracking, DRC-specific tools, and other topics, as needed.
• Facilitate new-grant start-up and quarterly review meetings to ensure donor compliance, operation/program integration, logistics support, etc. 
 
Reporting
• Manage internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements, with support from the country director and programme managers.
• Consolidate monthly internal programme progress reports based on input from programme managers, including tracking progress on programme indicators and reporting on key programme highlights/issues.
• Maintain grant files, including regular updating within DRC’s Grants Monitoring System (GMS).
• Maintain the grants and report tracking system to ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring. Maintain grants and sub-grant management system, including grant files, project and financial reporting documentation, and monitoring systems and tools to ensure grant compliance. 
 
Representation 
• Assist senior management in donor liaison and communication. Represent DRC in other external meetings with stakeholders and coordination meetings.
 
Accountability and Monitoring and Evaluation
• Monitoring and Evaluation: The PDSO will work closely with the M&E Coordinator to ensure the development and maintaining of quality assurance processes, including use monitoring and evaluation planning, and compliance with donor rules and regulations.
• Directly supervise the Accountability Officer in undertaking his role. This will involve specific programme components related to accountability and M&E in the camp management context (complaint mechanism).
• Ensure Lessons Learned are incorporated into future project cycles to enhance programme quality. Through monitoring projects, in the final stages and report, and by comparing the baselines and the final data, the GM will monitor the strengths, weaknesses, opportunities and threats and incorporate them within future programming within a regional approach. 
• Assist in the development and implementation of humanitarian accountability tools and processes, including information sharing and complaints mechanisms, ensuring accountability to beneficiaries and other stakeholders.
• Undertake additional duties as assigned by line manager. The position duties are flexible to a degree to allow the candidate to develop skills of his/her choice. This can be arranged in discussions with the line manager. 

Your profile
Essential qualifications:
• Bachelor’s degree in relevant field, with master’s degree strongly preferred.
• At least two years of INGO field experience in a similar position that includes proposal development, reporting and grants management.
• Knowledge of key donor (UN, EC, USG, etc.) regulations, procedures and requirements.
• Proven ability to develop winning proposals for public and private-sector donors.
• Strong networking, interpersonal and presentation skills.
• Excellent organizational skills, with ability to determine priorities and pay attention to detail.
• Ability to work in a multicultural context as a flexible and respectful team player.
• High-level knowledge and practice with Word, Excel, Outlook, etc.
• Ability/willingness to work with extremely tight deadlines and multiple tasks.
• Excellent written and spoken English required / Arabic or Kurdish preferred.
• Willingness to follow security policies and procedures.
 
Conditions
Availability: immediate 
Duty station: Erbil, Iraq

Safety Environment
While the safety situation in broader Iraq remains volatile, safety in the KRI remains relatively secure. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling. The stability in the KRI allows for substantial freedom of movement. Nevertheless, restrictions may be emplaced based on events that may develop rapidly.
