Background
DRC has worked in South Caucasus since 1996 to address the displacement of approximately 900,000 IDPs in the region as a result of three main conflicts (South Ossetia, Abkhazia and Nagorny Karabah). Most of the displaced people fled their homes between 1988 – 1994 in Azerbaijan and in the 1990s as a result of conflict in Abkhazia and South Ossetia in Georgia. Renewed conflict between Georgia and the Russian Federation over South Ossetia in August 2008 caused another new wave of displacement. In the continued absence of a comprehensive resolution to the so-called “frozen conflicts”, the IDPs continue to be prevented from returning to their places of origin.
 
Today DRC works in Georgia and Abkhazia in the following sectors:
• Shelter rehabilitation (individual houses and apartment blocks)
• Economic self-reliance activities (self-reliance, business and SME support)
• Food-security grants and individual aid to especially vulnerable individuals 
• Rehabilitation of community infrastructure via community mobilization projects 
• Capacity building of Government bodies at the central and municipal levels
• Migration management processes
• Protection monitoring and advocacy

Duties
Livelihood Project Manager will be responsible for the overall management of an EU-funded project focused on provision of sustainable innovative livelihood opportunities for IDPs and host/war affected community members.

More concretely the Project Manager will:

• Be directly responsible for the development of advanced and innovative livelihood interventions, supporting livelihood activities including planning, implementation, co-ordination, staff management, financial duties, reporting and monitoring of the assigned project
• Provide support, supervision and guidance to the national staff members ensuring that all DRC’s rules and regulations are followed
• Closely co-ordinate and collaborate with relevant international and national organisations and other relevant parties 
• Regularly report to and regularly co-ordinate with EU Office in Georgia, as well as exchange information and co-ordinate with other relevant stakeholders
• Be responsible for proper coordination and cooperation with local authorities to ensure that the project is adjusted to and integrated in the local context
• Actively take part in the further development of the overall and specific planning efforts of DRC, develop concepts and proposals for livelihood interventions in the region
• Prepare proposals and contract agreements for future projects as well as regular reporting to DRC management and donors
• Support crosscutting functions as M&E, gender, protection and advocacy
• Support the DRC Representative in any other matter as needed and act as DRC Representative in his/her absence.

Qualifications
• University degree or similar education required. Master’s degree preferred
• Minimum 5 years of project management experience in development and/or humanitarian response operations in displacement related contexts 
• Strong experience in livelihood support, including market analysis, value chain analysis, small-business support, job creation, vocational / skills training and SME development
• Excellent knowledge of Excel and Microsoft programmes
• Strong interpersonal and administrative skills
• Good negotiation and communication skills
• Fluency in written and spoken English
• Cultural sensitivity and adaptability

Conditions
Availability: By 1 February 2015 or as soon as possible
Duty station: Tbilisi, Georgia (family duty station)
Contract: 1 year with possibility of extension. The position is subject to funding.
