The role:                                               To develop, advise on and implement the full range of human resource strategies necessary to support effective people management across the Myanmar Programme. To ensure human resource management contributes to and is aligned to the Myanmar programme & East Asia region’s strategic goals.

KEY RESPONSIBILITIES:

Human Resources Planning

  • Together with Programme Managers, develop and implement the country programme Human Resources plan, ensuring that it is grounded in the objectives of the country strategy.
  • Advise the Country Management Team and Programme Managers about what are the best, most critical people strategies for achieving programme goals.
  • Contribute to and advise on change management within the programme, especially with regards to the development and shaping of the workforce and its ways of working.

Human Resources Policies and Processes:

  • Review, improve and lead the application of Oxfam HR policies and processes, in the programme, so that they meet both the needs of the organisation and its legal obligations. This will include:

     - Recruitment & selection

     - Reward management

     - Performance management

     - Succession planning

     - Health and safety

     - Records and management information

     - Diversity

     - Employee relations

  • Ensure project office HR staff and managers receive advice, support and coaching to ensure that the above processes are in place in all offices, in line with Oxfam’s policies and procedures.

 

Management:

  • As a member of the Country Management Team, contribute to the overall management of the country programme, drawing on professional knowledge/experience.
  • Manage the performance of the country HR team to deliver reliable and professional services that meet the needs of individuals and the programme appropriately, in line with divisional service standards.

Learning and Development:

  • Working with other senior managers & the OD Coordinator, ensure that appropriate learning and development interventions are available and implemented, which develop the contribution of staff to the objectives of the country programme and East Asia region.

Support and Advice:

  • Provide the Country Director with sound and effective advice on all staff issues and support managers in the country on the development and performance of the workforce.
  • Ensure the country HR team provide matrix support to HR staff in project offices.
  • Be a key member of East Asia regional Human Resources team, developing, contributing to and leading on regional, divisional and corporate projects.

 

SKILLS AND COMPETENCE:

  • Full professional qualification in Human Resource Management and/or at least 2 years HR Management experience including recruitment, selection, performance management, reward, employee relations, change management, learning and development, diversity.
  • Experience of Human Resource Management in NGOs is desirable.
  • Successful track record of consistent achievement at both an operational and strategic level, demonstrating ability to spot trends and issues, propose solutions, make critical decisions and deliver practical results.
  • Ability to take initiative and work independently with minimal supervision.
  • Proven ability in project management, resource management and managing multiple priorities is essential.
  • Ability to form a credible partnership with the rest of the Country Management Team on Human Resource issues.
  • Ability to achieve results by influence and persuasion.
  • Highly flexible in style with the ability to produce creative and pragmatic solutions to complex HR problems.
  • Drive and determination to ensure that the Human Resource perspective is considered at all levels.
  • Fluency in written and spoken English and Myanmar.
  • A strong commitment to Oxfam`s purpose, a broad understanding of the work culture in the NGO sector and a commitment to humanitarian principles and action.
  • An understanding of gender, HIV & AIDS and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace.
