  1. Background and Rationale

International Rescue Committee (IRC) has been operating in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, Jonglei, Central Equatoria and Eastern Equatoria States. In mid December 2013, armed conflict broke out in Juba between government and opposition forces. Fighting quickly spread to other states in South Sudan, and the escalating violence has trapped thousands of civilians in Juba, as well as in Unity, Lakes, Upper Nile, and Jonglei States. UN OCHA estimates that 1.5 million people have been displaced as a result of the violence with 300,000 becoming refugees in neighboring countries. More than 120,000 have sought refuge in UNMISS Protection of Civilian (PoC) bases across the country, which continues to experience influxes of internally displaced persons (IDPs) due to renewed violence and insecurity. Over 90% of those displaced are outside PoCs and many are not receiving regular humanitarian aid.  Many are located in areas where fluctuating security limits humanitarian access.  The dispersed nature of the crisis presents a serious challenge in terms of service provision and IDPs are scattered across many locations. Sexual violence and other forms of gender based violence (GBV) against women and girls is widespread and one of the conflict’s largest crises.

As the crisis continues to unfold, IRC has been responding to the needs of women and girls through its Women’s Protection and Empowerment (WPE) emergency response and in 2015 has expanded life-saving services in Bentiu, Koch and Nyal in Unity State, and will be supporting integration of GBV, particularly Clinical Management of Rape (CMR) services into the IRC health service provision in Ganyiel. A key element of IRC’s programming is the provision of survivor centred case management including psychosocial support to survivors of violence.  Given the complex and demanding nature of work, there is a need to ensure case workers and other staff receive adequate support, clinical supervision and debriefing.

  1. Purpose of the Consultancy

The purpose of this consultancy is to provide clinical supervision, which is a part of ethical requirements for all professional counsellors but also a way of self care for caregivers who deal with individuals who have undergone traumatic experiences. This is designed to help them mitigate extreme levels of stress and burn-out by engaging them in a therapeutic process that enables them discuss and explore their worries, fears and anxieties in a positive manner. In particular, the services are required to assist WPE staff effectively and positively deal with the demands placed on them and respond to their own well being and that of their clients. This will also increase productivity at work hence maintaining professionalism and the quality of services offered to women and girls.

 

Key tasks:

  1. To impart skills and knowledge and empower the WPE team to deal with stress and burn-out inherent in their daily work and explore ways in which care providers can enhance their personal care and development;
  2. To support the WPE team deal with challenging cases and explore alternate ways to respond;
  3. To assist the WPE staff deal with the stress of the current high risk security environment;
  4. To offer psycho-education on thematic issues as the supervisees might deem necessary to increase their knowledge;
  5. To give feedback to the WPE Senior Manager and Coordinator accordingly on issues that may require her intervention or guidance.

 

Proposed Outputs:

  • Group therapy session for WPE staff  in Bentiu, Koch, Nyal;
  • Individual counselling sessions in the field sites and Juba to debrief with WPE staff.
  • Bi- monthly progress reports to the WPE Coordinator to highlight needs and gaps;

The Consultant will work in coordination with the WPE Managers, WPE Senior Manager and WPE Coordinator

2 weeks/14 days every three months (14 days x 3 months = 42 days consultancy support)
