CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Most of our work is through cross border, remote-managed assistance modalities from neighboring countries, working closely with Syrian civil society organizations. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH and Protection, working with over 120 staff in hubs across the region. In addition, we maintain a standing emergency response capacity with a particular focus on Shelter/NFI programming.

Based in Amman, but with extensive travel to neighboring countries, the Assistant Country Director - Program (ACDP) is a key Senior Management Team (SMT) member, reporting directly to the Country Director. S/he leads on CARE’s program strategy development, fundraising, and will work closely with Area Directors, who are responsible for the implementation of program in CARE’s Syria hubs. S/he will manage the Program Unit team to ensure coherent, high-quality programming is implemented with maximum impact on the protection, humanitarian and livelihoods needs of vulnerable populations in Syria, through a transformative, resilience-based approach. From leading on strategy development for all-of-Syria, to designing our partnership approach and managing technical advisory teams across Syria, the ACDP will play a central role in ensuring that CARE’s programming in Syria is relevant, meets our strategic intentions and is of high quality; consistently meeting agreed minimum standards.

Qualifications:

  • An undergrad qualification (such as Bachelor’s Degree in humanitarian studies, social/political sciences)
  • Demonstrated political/social/economic analysis skills
  • Exceptional English writing skills and research ability
  • Ability to work under pressure and against deadlines
  • Knowledge of Middle East [Eg. a demonstrated understanding of history, politics and culture of the ME]
  • Knowledge of INGO & UN Security management systems
  • 10 years of experience working with NGOs preferably in a complex and/or conflict/post-conflict setting
  • At least 5 years’ senior management experience in a humanitarian context, out of which at least two years in a Deputy CD (ACD) level or equivalent
  • Experience of working in a multi-cultural and diverse environment
  • Experience in living and working in moderate to high risk locations
