CARE is a leading humanitarian and development organization dedicated to fighting poverty and social injustice with a special emphasis on rights programming, gender equality, and women and girls. CARE works in a variety of contexts from protracted crises to stable development settings and implements the Village Savings and Loan Association (VSLA) model in 51 countries. The Senior Technical Advisor (STA) for Monitoring, Evaluation and Learning (MEL), will join a dynamic team that leads CARE’s expansion of access to financial services across the continent. The team is composed of specialists who provide holistic support services to CARE initiatives working with VSLAs.

This position presents candidates with unparalleled opportunities to influence CARE’s work across programmatic areas (e.g. food and water security, sexual and reproductive health, humanitarian assistance and advocacy) that leverage VSLAs as a platform for change. The STA for MEL will be responsible for helping create synergies between VSLA MEL and MEL focused on these outcome areas, to identify and communicate how VSLAs enable outcomes across programmatic areas.

The role of Senior Technical Advisor for MEL will provide intensive support to specific Access Africa and Markets and Business led projects, ensuring the high quality and rigor of these M&E systems, and thus contributing to effective knowledge management and learning as well as donor reporting. This will involve among other things, ensuring appropriate quality measurement and monitoring of indicators - both internal to CARE and externally - keeping track of changes in donor M&E and reporting requirements, procedures, systems, indicators, and methodologies. The position will also advise on the use of M&E data for evidence-based learning to enhance the quality of VSLA programs and help aggregate key program lessons at a global level for use by the Access Africa team.

The STA for MEL will play a leadership role in establishing protocols for M&E methods and coordination of knowledge management activities with M&E. This STA position will be budgeted to various projects and provide quality control and technical backstopping as assigned. The STA for MEL will also participate in the MEL Communities of Practice and ensure that lessons learned from CARE are shared and that best practices inform VSLA M&E standards.

Qualifications:

  • Masters or doctoral (PhD or Masters) degree in social science, economic, and/or health science research
  • Demonstrated experience providing technical and programmatic guidance in monitoring and evaluation
  • Familiarity with common used software applications
  • More than 5 years proven experience in monitoring and evaluating in a developing country context or within an international development organization.
  • Experience in designing and implementing highly effective and efficient M&E systems that deliver accurate and timely information for reporting and evaluation.
  • Interpersonal and intercultural communications skills.
  • Proven ability to work in partnership with other professionals, and to support learning and sharing of lessons and best practices.
  • Demonstrated abilities in strategic planning, management, and oversight of complex technical initiatives.
  • Demonstrated skills in qualitative and quantitative research methods.
  • Experience in development of effective and competitive M&E plans for proposals, including advising on budget requirements.
  • Excellent skills in written and spoken English; ability to communicate knowledge in a manner appropriate to diverse audiences
