The 2020 TrustLaw Index of Pro Bono, produced by the Thomson Reuters Foundation to map the global scale and trends of the pro bono legal sector.


This is the fourth such benchmarking exercise undertaken by the Foundation – and our largest ever. Our first, launched in 2014, compiled data from 105 law firms in 69 countries. Today’s index uses data sourced from 215 law firms representing 150,000 lawyers from 91 countries – a testament to the growing practice of pro bono legal assistance across the world, and during a period of unprecedent global crisis.


It is clear from our survey that the practice of pro bono is growing, fuelled by a desire to support the local community, and in sectors directly linked to the needs arising from these ongoing global emergencies. Lawyers have given a staggering 4 million hours of pro bono work over the last year to charities, social enterprises and individuals, providing crucial support to advance a wide range of issues from access to justice, economic development and microfinance, to human rights, women and LGBT+ rights, freedom of speech, sustainability and climate change.

TrustLaw works with legal teams, both law firms and in-house teams, globally to achieve our mission of spreading the practice of pro bono worldwide. We assess what pro bono legal teams are doing already (if any) and find ways in which we can help them to do more. Our work since we established in 2010 has ranged from partnering with large international law firms with dedicated staff to coordinate and work on pro bono matters full-time, to small one-person law firms that help their local community organisations or initiatives on an ad hoc basis with free legal advice. We have a unique insight into the global pro bono landscape through our regional teams based around the world.


This “Championing Pro Bono Guide” is designed to help legal teams globally with their pro bono work. It is our aim that the Guide can be used by legal teams of all sizes and at all stages of their pro bono work. We set out ways to assess and strengthen pro bono work, and include resources on debunking common myths associated with pro bono as well as tips on how to make the most of your pro bono experience. Conscious of not trying to re-invent the wheel, we have also included a non-exhaustive list of other global pro bono resources which may also help legal teams on their pro bono journey.

In recent decades, we have seen significant process in LGBTQI+ rights across Europe and elsewhere around the world. However, the progress is uneven and there is much more work to be done to advance rights and protections for trans people, and especially trans youth. This report explores the current state of legal gender recognition laws across Europe, with a focus on rights of young people.
A small number of countries have adopted laws allowing trans people to have their gender identity legally recognised through self-determination rather than medical diagnosis or court order. However, most self-determination laws exclude people under 18 or impose requirements that significantly limit their access to these processes. Barriers to having their gender legally-recognised can intensify the discrimination and harassment trans young people face.


 This report explores laws on legal gender recognition with a focus on rights of young people in eight European jurisdictions: Norway, Malta, Belgium, as well as Denmark, France, Ireland, Portugal and the United Kingdom. It also looks at international and regional human rights legal principles, norms and guidance. No country has ‘perfect’ laws, but the report aims to identify a mix of examples of more progressive approaches as well as examples where reform efforts have fallen short. Crucially, the report includes insights from experienced NGO activists on key obstacles encountered and lessons learned on the path to meaningful change. We hope this report will be a powerful tool for activists and NGOs working to advance the rights of trans youth across Europe and elsewhere.
